This research uses 2-step
model building process in finishing the literature review. The 1st step is to
conceptualize the model. During this step the elements contributing to
complexity within each dimension are determined and defined for the use in this
research. The factors are then organized under groups based on likeness or
their existence during particular stages of the project process. The 2nd step
is to operationalize the model based on the recognized factors. The attention of
this step is to present the management complications issues regarded with each
factor. The objective is to inspect the literature examining the sources of
complexity associated with the dimensions and to spot possible gaps where no
work has been performed regarding the particular factor. Each factor on itself
can create complexity and, for purposes of organized discourse, each factor
will be studied as an individual event. Nevertheless, it is necessary to note
that the active interaction between these elements is the true source of
complexity.

Both chapters are structured
in the same way with each dimension broken into groups with the subsequent
factors below each category. Some elements represent groups themselves because
they do not suitable with any of the other elements inside the defined
categories.

2.1.1
Cost Dimension

The cost dimension
essentially quantifies the scope of the project in monetary terms. This
dimension prioritize on factors that affect cost growth, control, risk, and
interconnected issues. This dimension will address how to formulate for these
management tasks during the initial stages and all round project construction.

2.1.2
Schedule Dimension

The project schedule is the time frame for
which the project must be finished. This dimension includes issues related to
managing the schedule and maintaining set completion dates. The schedule
dimension will look at variables such as the overall time/deadline, risk,
milestones, control, and problems related with managing and planning for issues
that comes before and during construction. The arrival of new tech will also be
influencing the management of the project schedule.

2.1.3
Technical Dimension

The other ordinary project
management area usually recognized as crucial to project success is the
technical dimension. The technical aspects of the project include all the
typical engineering
demands. Issues distinguished for this dimension encompasses design
requirements, scope of the project, quality of construction, and the
organizational structure of the owner undertaking the project. This area also
involves items such as contract language and structure, and the implementation
of new technology for effective management of the project.

2.1.4
Context Dimension

The context dimension includes
all of the external factors that have an impression on the project and can be
some of the most difficult to speculate and plan for before and during
construction. Context issues include stakeholders, environmental issues, legal
and legislative requirements, local effects, project specific factors, resource
availability, global and national impacts, and unusual state.

2.1.5
Financing Dimension

The last dimension investigated
for this research is the funding of a transportation project. It is no longer
sufficient to merely know a project’s cost. The owner must know how it will be
paid for and integrate that knowledge into the project’s range of work. The
type of funding and the ability to procure financing plays a main role in many
facets of the project. It will define the characteristics pertaining to the
financing process and the different types of financing used for complex
transportation projects.

2.2 Operational Model

The literature prioritize primarily on research studies that
determine factors of complications in project management. An examination of
this literature is provided in the following sections, identifying several
project factors within each of the 5 dimensions of project management. These
factors have been accepted as major contributors to complexity on
transportation projects and must therefore be suitably controlled by the project
manager in order to increase the potential for project success. Established on
the findings in this section, the following research will conduct interviews
based on case studies using the outlined factors to identify the complexity of
each dimension. Based on the outcome of the study, the areas of the project
that cause the management complexity for the project will be mapped and studied.
